The Northeast Minnesota Area Transportation Partnership (NEMNATP) oversees development and management of the annual regional transportation planning workplan of ARDC and the four-year plan to distribute federal transportation funding in MnDOT District One, which includes the Transportation Alternatives Program, the Carbon Reduction Program, and the Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) program. The organization also serves as a forum for transportation professionals and elected officials to discuss regional transportation issues and set regional transportation priorities in Northeast Minnesota. The public is always welcome to attend the NEMNATP meetings and provide input on any of topics of discussion – additional opportunities for public comment and input will be available on a project basis.
In 2018, ARDC’s Arrowhead Region Transportation Advisory Committee (ARTAC) merged with the NEMNATP to create one organization addressing regional transportation topics; documentation of the ARTAC prior to the merger may be accessed on its archive page.
Area Transportation Improvement Program (ATIP)
The NEMNATP compiles regional transportation priorities from across MnDOT District One into a single Area Transportation Improvement Program (ATIP). All ATIPs combine to form the State Transportation Improvement Program (STIP). During the year, projects in the STIP may be have adjustments proposed through Amendments or Administrative Modifications. When this occurs, citizens and interested parties are entitled to submit public comments.
The Duluth-Superior Metropolitan Interstate Council administers the Transportation Improvement Program (TIP) within the Duluth-Superior Metropolitan Area. The TIP is a four-year financial program that identifies all surface transportation projects that will use federal funds in the MIC planning area, and includes a description, project limits, construction year, funding, and costs for each project. As this area’s federally designated Metropolitan Planning Organization (MPO), the MIC is required to develop and maintain a TIP document. Projects identified in the TIP are added into the ATIP which also includes all other projects in the eight-county NEMNATP area and then included in the STIP, which is comprised of projects from all ATPs in Minnesota.
