Northeast Minnesota Area Transportation Partnership
The Northeast Minnesota Area Transportation Partnership (NE MN ATP) is a committee of elected officials, engineers, planners, and other agency representatives from an eight county area of northeast Minnesota. ATP’s were established in Minnesota as a result of the 1991 federal Intermodal Surface Transportation Efficiency Act (ISTEA), and have been continued. Approximately $42 million per year of federal formula funds is allocated to Northeast Minnesota. The chart below shows the NE MN ATP investment guidelines for the spending of that money. The role of the ATP is to prioritize the spending of available federal dollars by developing the Area Transportation Improvement Program (ATIP), which is a four-year list of prioritized projects. This list is submitted to the Minnesota Department of Transportation (Mn/DOT), which gives final approval to the ATIP, making it a part of the State Transportation Improvement Program (STIP).
